Probably the '...', i.e. Key_Ctrl_Up / Key_Ctrl_Down, is the problem:
Try to run Help => Show Key from jed and xjed, and hit Ctrl + Up/Down.
I do get two differnt answers, namely
      Key "\e[1;"                   in  jed
and  Key_Ctrl_Down ("\e[^B")  only in xjed.

As I'm an ignorant with all these terminal sequences, I cannot tell 
whether this is a bug or a feature...
