For me, the opposite it true.  Yesterday morning was the first time I
have booted into windows for nearly two years.  As a result, slang
support for UTF-8 on windows is non-existent as far as the display
driver goes.  I suspect that you are in a much better position to
update the win32 specific code in SLvideo.c for UTF-8.
