In principle the act of moving or clicking the mouse should generate
an XEvent.  I wonder if the problem that you are having is due to
using xjed with a mouse.sl that has been byte-compiled with jed.
Try preparsing the files using:

    xjed -l preparse

Does the problem persist after doing so?
