I believe that your diagnosis is correct.  The bug was corrected in
verson pre0.99.20-87.  From changes.txt:

87. src/misc.c: Fixed a buffer overflow problem when the mini-buffer
    prompt is too long.

Does the problem occur with the current snapshot?
