do not load jed.conf


Hi John,

a problem appears with /etc/jed.conf while building the jed package for
Debian.

While the build the .sl file become byte compiled with the new build jed
version. This is called from the build tree. During start, site.sl
evaluates /etc/jed.conf. If a package like jed-extra in Debian places
files there to load on startup, jed startup fails, because the files
requested by /etc/jed.conf aren't in the search path of the new build
version.

The same my happen, if someone have a local /usr/local/etc/jed.conf.
Would it be possible to add an option (--no-jed-conf) to not load the
jed.conf files?

How do you think about this?
