JED 0.99.15 on cygwin

Just a sanity check. Has anyone managed a successful cygwin build on 
Win9X?

I'm seeing a couple of link errors including a call to _open_osfhandle() 
(which isn't supported by cygwin). The fixes I've tried so far all cause 
instant crashes.

As a related aside: using a mingw build in a cygwin environment appears 
to be very broken and probably best avoided ;(
