It should be removed if it contains an XWINDOWS specific construct.
The next development release will have it removed from bytecomp.sl.

I agree.
Incidently, xjed does not "exec" jed when DISPLAY is not set. Rather,
xjed contains the same code as jed and as such behaves the same in
such a scenario.
