Is email.sl in the "Jed_Library_Path"?
(try e.g. M-X message(get_jed_library_path()))

Maybe some missing quotes around "email".

Strange. This suggests, the autoload("mail_mode", "email") works ok.

Try commenting out the set_comment... line... does it help?
