I do not understand the "Note" part.  The only occurance of "Note" in
the makefile is on a line that is commented out:

# Note: copy.exe does not exist on windows since it is a cmd.exe built-in

Make is acting as if the comment character is not present.  Is this
the case?

Unfortunately, I have no machine running a windows 64 bit system that
I can use for testing.
